Many factors have helpedshape the current North American food and fiber system, includingtechnological change, domestic farm policies, international tradeagreements, and the economic forces of supply and demand. Ratificationof NAFTA, for example, helped spark a surge in trade and investmentamong the United States, Canada, and Mexico, deepening integration ofNorth American agriculture. In recent years, efforts to furtherintegrate the continental market seem to have slowed. Broadening thescope of NAFTA to include institutional reforms that lead to a moreunified system of commercial law, the establishment of common antitrustand regulatory procedures, harmonization of product standards, andincreased coordination of domestic farm, market, and macroeconomicpolicies would deepen market integration and enhance market efficiencyand growth within North America.

Extension Events

September 24, 2003 Ag Production MeetingParker, AZ. World cotton ending stocks are forecastmillion bales for 2003/04, 11 percent or 4 million bales below a year earlier andlowest since 1994/95. Unlike last season, however, the 2003/04 reduction is expected to occur[~]for the part[~]outside of China. Approximately 90 percent of the projected decline is attributable to reductions in the United States and the rest of the world, excluding China. Stocks the United States and foreign countries outside of China are expected to reach their lowest levels in 4 and 6 years, respectively. While China is still expected to account one-quarter of global stocks[~]8.3 million bales[~]stocks would be their lowest decade and well below the 23 million bales held by China just 5 years ago.

Arizona Crop Information Site (ACIS) Update -- All the NEW reports

***The University of Arizona's 2003 Cotton Report is now on-line. This report presents the results of the latest research being conducted on cotton at the U of A. Cleveland, Ph.D.

Volatility was the key word this week as the market had three days with a 150-200 point range and one day with a 105 point range. Thursday’s very low volume day had a range of only 60 points. This same volatility will continue as the market sorts out the supply problems associated with the 2003 crop, and at the same time, keeps an eye on speculative commodity funds who are absent the market at present. First notice day for the July contract proved to be a non-event, as is usually the case, but there is always potential for explosive trading going in to notice announcements.

Imperial Agricultural Briefs -- June 2003 -- Cooperative Extension

INSECTICIDE EFFICACY AGAINST BEET ARMYWORKAND ALFALFA CATERPILLAR ON ALFALFA IN 2002....Eric T. Cleveland, Ph.D.

6/20/2003 Fueled by demand and questionable global crop conditions, cotton futures maintained the prior weeks gains as old crop moved to higher levels and the new crop December spent time above 60 cents. Technical market indicators continue to keep a rein on a price breakout to the upside, but fundamental weather concerns are beginning to beg for higher prices. First Notice Day for July is Monday, thus the new crop contracts will now lead the market. December has 63 cents written all over it, but needs another week to clear out potential bearish technical signals. Then, the charge can begin. Traders may want to see the USDA June Planted Acreage Report (June 29). Too, another one or two strong export reports would add more oomph to the rally.

Talks Collapse on U.S. Efforts to Open Europe to Biotech Food

Talks between the United States and the European Union over opening up Europe to genetically modified foods broke down in Geneva today, the Bush administration announced, heightening trans-Atlantic tensions. American officials said they would soon request that the World Trade Organization convene a panel to hear their case, in an effort to end a ban that farm groups say is depriving agricultural businesses of hundreds of billions of dollars a year.

USDA ANNOUNCES PREVAILING WORLD MARKET PRICE, LOAN DEFICIENCY PAYMENT RATE, AND USER MARKETING CERTIFICATE PAYMENT RATE FOR UPLAND COTTON

USDA's Commodity Credit Corporation today announced the prevailing world market price for upland cotton.

River water war is not over yet River water war is not over yet River water war is not over yet

Coachella Valley water officials are suggesting billions of gallons of water now poured on Imperial Valley fields could be better used elsewhere. The assertion that Imperial Valley farmers could conserve as much as 583,000 acre-feet of water annually was among boxes of documents submitted to the U.S. Bureau of Reclamation. The bureau is trying to determine whether Imperial Valley farmers need 70 percent of California?s share of the river to grow their crops.

USDA ERS World Cotton Production Rebound Expected in 2003/04

The first U.S. Department of Agriculture (USDA) cotton forecast for 2003/04 indicatesan expected rebound in global production as the rise in prices over the past year isencouraging area expansion.
