Bevocal Cafe. Probably the best voice application development platform out there. In April 2003, they rolled out SOAP interfaces to most of their backend. These interfaces allow you to view your voice logs, make outbound calls and more thru whatever programming language you like. Bevocal's documentation page is filled with goodies.

Vox Populi. The article in Web Techniques (now New Architect mag) by Al Williams that got me started with VXML. His example uses JSP to generate a vxml dialog that reads out the magazine's editorial calendar.
VoiceXML books available thru Barnes & Noble.com. The Sharma, Kunins book is good, but be careful in that some of the code won't work in a strict Vxml 2.0 browser.
Creating Voice Applications with Perl and RSS. Visionary piece in xml.com back in 2001 on the power of slurping an RSS feed from anywhere and playing it on a regular phone.
Hello, Voice World. Early O'Reilly xml.com piece on Voice.xml. I'd love to see an O'Reilly book on VoiceXML sometime.
