C. Reichmuth asked me "What is the weblog for? Is it somewhat of a journal?"

My reply:

Yeah, but with hyperlinks. A diary, journal, place to practice one's writing skills, to point people to other cool sites you've found in your web travels. Some weblogs branch out into on-line collaborative development -- of software, book projects, games, or whatever. Some of them lead into "knowledge management", where companies can use this form of website on their intranets, to capture progress and info about particular internal projects.
