The CBC is cash-strapped

The CBC has a cash surplus

I've always found the end-of-fiscal spending spree odious, and this year's particularly so, what with the lockout money that is not lockout money. And every year departments burn cash on new carpets and tell the casuals that there is nothing in the budget for a full time position.

But if they wait around 'til next year...
