Poor Neil

Neil Armstrong: Support Bush's space plan [CNN: Space]

Neil Armstrong thinks that the Bush Administration actually has a space plan. That makes one of him. Just look at the Bush funding picture: $1 billion on top of the current NASA budget which is somewhere around $15 billion. It would take on the order of 30 years at that rate to be in a position to launch a mision, though not to actually operate a mission, and that is if all other NASA programs are zeroed out.

You are free to draw your own comclusions about what is the important clause in the previous sentence.
