Userland Directory in HTML

See "Directory Links" for explanation ... I have clicked on this several times but keep seeing the original directory and not the code that created it, although I did get reader$3506[something].opml onto my PC ... I am wondering if perchance there is some software needed on a PC to be able to work with this HTML code.  I am operating in WYSIWYG which also might be one of the reasons I not seeing HTML.
