Share metadata between websites?

I have categories (maybe faceted metadata), you have categories.

Why can't my website automatically link to related articles (ie. in the same categories) on your website?

Because it doesn't know (can't know) my category "frogs" is the same as your category "froggies"

Because I can't get access to your metadata (you haven't published it)

And because my system has no way of knowing what you mean by "froggies" (I mean, really!)
