2LD Policy WG Draft
I wrote this paper for the InternetNZ council back in May. It has sat in the NZOC awaiting for it to even get on to the agenda.

2LD Policy Review Working Group

Background InternetNZ had inherited ten second level (2LD) domain names in the .nz name space. This was due to the migration from the academic environment that it had been run in for the previous 10 years. In 1997 InternetNZ establish a DNS Policy Working Group (WG) chaired by Professor John Hine. One of the results of this group was the policy for the creation of new 2LD’s.

Since 1997 only 2 formal applications have been received requesting new 2LD’s. The first was from the New Zealand Bankers Association for a moderated .bank.nz 2LD which failed on the straw poll requirement. The second was from the New Zealand Maori Internet Society for an unmoderated .maori.nz 2LD. This application is currently in progress and has passed the straw vote requirement and is currently in the formal submission process.
Policy Status
The current policy works very well if you believe in the principle that it should be difficult but not impossible to gain a new 2LD. No significant review of the 2LD creation policy has been performed since the policy was put into effect. Only tweaks and minor changes has occurred in line with the objectives of the initial creation policy. For the last 6 months or so discussion has occurred around the existing policies on the existing 2LD’s and the policy that is in place for creation of new ones. This has resulted in a request by the InternetNZ council for a terms of reference to be drafted for a working group to review the existing 2LD policies in the .nz name space.
Possible Terms of Reference
Should the policy be reviewed, looking at the namespace in a wider sense would be required and not just the 2LD creation process. A level of effort equal to the SRS WG (Hine Report) would be required, as any major changes to in this area would have a profound impact of the New Zealand Internet community. The exact terms of reference should be created by the WG. However it should include a review of other ccTLD policies as well as a complete review of the existing policy. Public consultation must be gained to determine the level of support for making it easier or harder for 2LD creation and if 2LD’s should continue at all and/or if any existing 2LD should be grand fathered and closed for new registrations. All these areas and more should be included in a TOR.

Membership It is expected that this WG be comprised of 4-5 people plus the DNC and the .nz Oversight Chair. It is expected that the 4-5 members will comprised a wide variety of skills and knowledge toward this WG but are not selected for any particular representation they might have. The intent of the rounds of consultations is to get feed back from all those that any changes might affect.
Budget
It is expected that a budget in the range of $20,000 would be required for advertising, travel, meeting costs, general expenses etc.
Recommendation
1, For council to discuss the merits of this working group
2, Should council wish to form this working group that a motion be passed along the following lines for it to be authorised: "That a 2LD Policy Review Working Group, convened by [name], be established with its initial tasks to be to:
- Establishment of its members,
- Determine terms of reference, and,
- Outline of its approach,
for approval of council by July 31st, 2002"
