LOS CABOS, Mexico (Reuters) - Prime Minister Jean Chretien came up with a new reason on Saturday to attract immigrants: to fill roads and hospitals. Speaking to business leaders at an Asia Pacific Economic Cooperation (APEC) summit, he explained the challenge that population could decline, in the absence of immigration, due to smaller families. "Apparently in some European countries they will lose one-third of the population in the next 30 years. Who will pay for the social programs?" he asked. So far so logical. But he then continued: "Who will use the roads and services that will have (been) built? They need people. You know, a hospital with no people in it is not very useful. So we welcome, we need immigrants in Canada." Two of the priorities that Chretien has identified for his government are a public health system that has long waiting lists and city highways that are increasingly clogged.
