| Council Candidate Calls for Full Disclosure Hoggard issues challenge to all candidates to file Statement of Economic Interest Greensboro, N.C. (Sept. 15, 2003) - David Hoggard, a candidate for Greensboro City Council, has made public a Statement of Economic Interest intended to reveal to voters any potential conflicts of interest he might have if elected to Council. Recent news reports of possible conflicts of interest on the part of those responsible for governmental business that, if true, would be a breach of the public trust prompted Hoggard to this action. His full Statement is posted on his website http://www.hoggard4council.com. It is modeled after the forms required of those who run for state office and appointed state officials. Blank copies of this form are available for downloading at this site. “The work of the City Council needs to be more open and transparent to the public,” said Hoggard. “As it stands now, important negotiations and decisions are happening behind closed doors and the public finds out about them only after the fact. Greensboro’s citizens need to have as much information as possible as to how their elected leaders’ decisions may be guided by their financial interests to instill trust in the process. I challenge all candidates and incumbents to fill out the Statement of Economic Interest so that voters in Greensboro are aware of potential conflicts before they cast their ballots.” Hoggard also proposes to introduce a new City ordinance that would make full financial disclosure a requirement of serving as Mayor or member of City Council. “Currently the Mayor and Council members are simply asked to recuse themselves from votes in which they feel they might have a conflict of interest,” added Hoggard. “That is not enough. The citizens of Greensboro deserve to know about the financial interests of their elected officials.” A long-time Greensboro community activist, Hoggard has served on the Charles B. Aycock Neighborhood Association Board of Directors for 12 years and is currently vice president. In addition to his work on the Aycock Neighborhood Board, Hoggard serves on the Greensboro Parks and Recreation Commission, and has just completed two terms as the Aycock Middle School Parent Teacher Association (PTA) president. He worked closely with the District 1 Committee during the 1999 redistricting of Guilford County Schools. Hoggard runs a division of Wisconsin Heritage, a school fundraising company.
