            David Hoggard's take on local politics and life in general from Greensboro, NC
        

A recent candidate for Greensboro's City Council for one of three at-large positions, David Hoggard ultimately polled fourth in his first attempt at public office.  David grew up in Hodgenville, Kentucky and did not have to look far for his inspiration to give back to the community through public service. David’s father, Gene, a band director by trade, served two terms on the Hodgenville City Council when David was younger. He learned about the challenges and rewards of community service from his father’s experience.

“I’ve always believed that if you benefit from a community, you should also give something back,” David states.

A long time Greensboro community activist, David has served on the Charles B. Aycock Neighborhood Association Board of Directors for twelve years and is currently vice president. He served as co-chair of last year’s Aycock Neighborhood/War Memorial Stadium design and development charette that developed proposals for renovating War Memorial Stadium as well as a comprehensive plan for neighborhood renovation and development called The Aycock Traditional Neighborhood District Plan. The results of the charette were impressive, and Mayor Keith Holliday instructed the department of Housing and Community Development to work with the Aycock Neighborhood to complete the planning process. The resulting "Strategic Plan" was adopted by the City Council as public policy on November 5th, 2003.

In addition to his work on the Aycock Neighborhood Board, David serves on the Greensboro Parks and Recreation Commission, and has just completed two terms as the Aycock Middle School Parent Teacher Association (PTA) president. He also worked closely with Ervin Brisbon and the District 1 Committee during the 1999 redistricting of Guilford County Schools. 

David moved to Greensboro in 1983 and shortly thereafter married his college sweetheart Jinni Tapscott in 1984. Jinni, also a Kentucky native, works for Preservation Greensboro, Inc. They have three children attending three different Guilford County Schools during the 2003-2004 school year. Jackson is a freshman at Grimsley High School, Josie is a 7th grader at Aycock Middle School and Jesse is a 4th grader in the Jones Spanish Immersion program.

Professionally, David runs a division of Wisconsin Heritage, a school fundraising company. He also has his own business, Double Hung – Historic Window Restoration. “Restoring old houses is my passion,” David says, “I have restored six historic district properties over the last 13 years and continue to work on other people’s houses as time allows.”

A political science major at Western Kentucky University in Bowling Green, David worked his way through school by selling and fixing instruments at a local music store and playing piano in local venues. While in his senior year at Western, David received “an offer he couldn’t refuse” from the Kaman Music Corporation handling a sales territory comprised of North Carolina, western Virginia, eastern Kentucky and Tennessee. Greensboro was right in the middle of his territory. David spent 15 years with the Kaman Corporation building the business and earning top honors as Salesman and District Manager of the Year as he established himself and his young family in Greensboro.
